Nate Brault was impelled to protect the Adirondacks from aquatic invasive species, for his family’s sake.
His junior year of high school, Brault joined the Paul Smith’s College Adirondack Watershed Institute stewardship program. He worked at stations near the invasive-infested Lake Champlain—just 30 minutes away from his family’s camp on Fern Lake.
“If any of these invasives got into (Fern Lake), the lake is gone,” Brault said. “The natural ecosystem of the lake is going to be choked out … that’s one of the reasons I started this job.”
Eurasian watermilfoil, the invasive found most commonly by stewards, now has its roots firmly in Lake Champlain. The plant can grow thick over large areas which can prevent boating, fishing, swimming and other recreation. Small lakes can suffer the most when the plant takes over. Another invader—maybe even tougher to control—is closing in on the Adirondack Park and adding urgency.
Other species already in Champlain—such as fishhook and spiny waterfleas—affect native zooplankton and alter the aquatic food base.

But the residue of that pollution laid down over the. years has stirred a controversy that could set a pat tern for placing a large additional clean‐up responsibility on industry all over the country.
Residents here are breath ing easier and have fewer problems as a result of the pollution, control already undertaken.
“Oh, it’s so much better now …nothing like it used to be,” said Mrs. Edmund Morette as she looked at her sheer white curtains that now stay white.
Until a few months ago the air from the International Paper Company’s mill in town brought with it sticky black particles that left streaks all over her house and a putrid smell she could never get used to.
Operation Is Moved
Two months ago the old plant, which has a history going back to 1877, was closed and International moved its operations three miles away to a new $76‐ million mill that included $5‐ million in pollution control.
There was improvement in the water as well as the air.
Down on Lake Champlain at the edge of town, Bill Rader, who runs the small ferry across to Vermont, said the water was now clear enough at times to let him see the propellor of his boat, the Ethan Allen.
“Before, the water was a brown liquid that smelled strictly like rotten eggs,” he said as the boat chugged across the lake. “Tourists used to ride across holding their noses and saying ‘never again!’ “
On the surface the situation here seems like a rare success story in pollution abatement. But just below the surface of Lake Champlain is a 300‐acre mound of sludge, 20 feet thick in some places, left over from the paper mill as well as earlier and simpler industries dating back 200 years.

Today, although the black ooze has stopped coming from the mill, gas bubbles still rise from the decom posing sludge and bits of de caying material occasionally come to the surface.
Sludge Still a Problem
Some leading residents here and the State of Vermont are adamant that the sludge is a continuing pollution threat and must be re moved now.
International Paper counters by saying that it should not be held responsible for the sludge because some of it was deposited by others and in any case all of it was dumped in the lake when such disposal was considered a reasonable way of doing business.
Now the dispute is resolved could set a precedent because up to now efforts have been aimed mainly at stopping current pollution and little attempt has been made to assess the responsibility for past actions.
But if the task of fixing past blame is difficult in this relatively undeveloped region the job would be many times greater in, say, the Hudson River off New York City, where hundreds of industries over the years have added to the muck on the river bottom.
“International Paper’s got to take it away,” said Edmund Morette, talking about the sludge bank here, “because they put it there — well they put at least 50 percent of it there and they have the means to remove it.”
Mr. Morette, chairman of the board of directors of the New York State Conservation Council and a lifelong resident of this village, said government funds might be found to help International Paper remove the sludge.
Cost of Removal Uncertain
The cost of the cleanup is estimated at over $2‐million but uncertainty over what additional damage might be caused once the sludge is stirred up makes the esti mate rough.
Mr. Morette suggests pumping the sludge into a confined area in a nearby marshy land where it could be dried out and covered to become usable land.
Not everyone agrees with Mr. Morette, Ticonderoga’s mayor, John Drymiller, for example, thinks more harm would be done because the sludge, relatively dormant now, would be stirred up to pollute the lake during any removal process.
In addition to being mayor, Mr. Drymiller is production coordinator at the International Paper plant.
“Aside from being an I.P. employe,” Mayor Drymiller said, “I think the company has done a very good job in pollution control. I wish the village of Ticonderoga could do as well.”
He explained that the village still had not been able to build its own sewage plant.
State Aide’s Opinion
Last November Henry L. Diamond, New York State’s Commissioner of Environmental Conservation, released a report of preliminary studies, paid for by International Paper, that he said indicated “that the ecology of the lake could be adversely affected by a large‐scale sludge removal operation.”
Technicians on the Vermont side, however, are firm ly convinced that removal is necessary.
Fred I. Parker, that state’s Deputy Attorney General, said: “Any danger in removing the sludge is a lot less than the danger of leaving it there. Now there are oxygen levels of zero in the water in some places. How much worse can you get?
Mr. Parker, last December, carried Vermont’s case to the United States Supreme Court, charging in a brief that the sludge was “depriving the citizens of the State of Ver mont of their rights to swim, fish, boat, travel Upon and enjoy the waters of Lake Champlain free from stench and filth.”
The court has agreed to hear arguments this fall on whether it should take juris diction in the case.
For its part, International Paper says in its brief that “this area of Lake Champlain has, never been a significant recreational or water‐sports center.”
Asked about that statement, Mr. Parker said, “of course, it’s not much of a recreational area now with all that stuff in the water—but it could be.”

The dam, however, has a number of problem areas which should be investigated further. The structural stability analysis indicates unsatisfactory stability for the dam when subjected to forces which could occur during winter operations (including ice loading), the Probable Maximum Flood (PMF), and 1/2 PMF events. A structural stability investigation of the dam should be started within 6 months to determine the effect of the dam’s steel bar anchor system and the uplift forces acting on the base of the dam. Remedial measures should be completed within 2 years to increase the structural stability of the facility to meet the Corps of Engineers screening criteria. The hydrologic/hydraulic analysis establishes the spillway capacity as 46% of the Probable Maximum Flood (PMF) with the sluice gates open and 30% of the PMF if the gates remain closed throughout the storm. The dam will be overtopped by 2.72 feet by the PMF with the gates closed or 2.55 feet with the gates opened. However, the spillway is capable of passing the 1/2 PMF under either of these two conditions without the dam being overtopped. Each winter the lake is drawn down in anticipation of the spring snow melt. Snow surveys help to estimate the amount of water that is resident in the basin’s snow pack and refine “winter pool” target elevations. Under ideal conditions the spring thaw is gradual, re-charging groundwater and tributaries and allowing the lake to slowly replenish a foot or more of elevation to the target level of 4.0 (RRG) around April 1. However, nature can be anything but predictable. A combination of rain and melting snow can produce an inflow of water that exceeds the storage capacity created by draw down. Even when inflow conditions return to normal, it is possible only to lower the lake level at a rate of about an inch per day.

Lake George, being 31.7 miles long, flows in a northerly direction to the Ticonderoga Outlet and into the LaChute River over a series of natural waterfalls and artificial dams emptying into Lake Champlain, three and one half miles down stream and a drop in elevation of 221 feet. The Lake George watershed is an area of 262 square miles of which the area of the lake surface constitutes 44 square miles.
The present Dam “A” was constructed around 1903 to replace an old wooden structure. It is of stone masonry construction laid on the rock crest of the natural waterfall at the site. Wooden flashboards are situated on the top of the dam. The total length of the spillway is 80 ft. 3 inches and constitutes three operating waste gates and a penstock (an intake pipe) located at the hydroelectric project. There are other dams on the River but only Dam “A” has any control on the lake.
As measured using the Roger’s Rock Gauge (RRG) Lake elevation is maintained between a high of 4 ft. which corresponds approximately to the crest of the dam, and a low of 2.5 ft. with a desirable level of 3.5 ft. during the navigation season. Six inches above or one foot below in the summer will not cause serious damage or inconvenience to the property owners. Prepared by:

Lignin, a complex compound that helps give plants their structural strength and resiliency. Along with the move out of town, something else was lost forever—the black smoke that hung over the village and the waste that was dumped into the LaChute River. As late as the mid-1960s, remembers Mick Charboneau, a Ticonderoga native who worked in the old mill, “you used to be able to know what color dye we were using by the color of the LaChute River.” ( The Same Pigments and Dyes of the Sherman Williams Co. and Imperial Colorant imagine that )
“The river was a disaster,” echoes town supervisor Connery. “Now you can swim and fish in it.”
In the old days, along with pollution, the safety of the mill workers was not a major concern. John Williams, who retired from the company after forty-two years, worked in the beater room of the old mill, where pulp was prepared. “We worked with chemicals, dyes,” he recalls. “We didn’t worry about that stuff. It’s a wonder we’re still alive. We’d go down inside these big tanks with agitators inside, go down inside the pulpers that could chew you up in five minutes. We didn’t think about it, we just did it.”

In 1906, Apperson noticed a significant increase in erosion on Lake George’s shorelines—so significant that some islands were in danger of washing away. In his research, he discovered that in 1903 the International Paper Company had replaced the natural stone dam on the northern outlet of Lake George in Ticonderoga with an artificial dam. This new dam succeeded in “converting Lake George into a veritable mill pond”1 by raising and lowering the lake’s water levels to power the factory. In 1904, the International Paper Company, in reaction to the residents’ protests, promised no longer to alter the lake’s water levels. It was clear to Apperson that they had reneged on their word.
Apperson wrote an editorial for the Lake George Mirror calling for an immediate remedy: the reconstruction of the natural dam at the lake’s original outlet and the demolition of the International Paper Company’s artificial dam. Apperson attempted to present data on the water levels to the Lake George Association, urging them to address the issue. His pleas were ignored on the grounds that he did not own private property in the region. Water levels continued artificially to fluctuate, damage to the delicate shorelines escalated, and Apperson’s 47-year battle to protect Lake George from the International Paper Company had begun.
In 1909, he took matters into his own hands. The deterioration of the islands on Lake George had become so severe that something had to be done to mitigate the destructive forces of the fluctuating water levels. Apperson began ‘riprapping’ Lake George’s islands. Riprapping is a process of using large stones to provide a foundation in order to reinforce shorelines against water erosion. See More

George Underwood of Fort Edward became a key player in the development of the local paper making industry. He had substantial property holdings in the Adirondacks. Towards the end of the 19th century he, along with several other prominent Glens Falls industrialists organized the Glens Falls Paper Mills. Later George Underwood would become a founder of International Paper, which would dominate paper making for the first half of the 20th century. IP as it was locally called, became the regions local employer.

Water Effluents
Probably the most important type of pollutant in pulp and papermaking is contaminated water, since it is used in wood preparation, pulping, bleaching, and papermaking (all the major operations except dry debarking). The categories of pollutants include conventional, toxic and nonconventional. The pollutant parameters of current regulatory significance to the EPA are: BOD, TSS (total suspended solids), and pH (conventional pollutants), and tricholorophenol, pentachlorophenol, and zinc (toxic pollutants). TSS includes wet additives that are applied, and is mainly produced in wood preparation, pulp washing and papermaking. The magnitude of the water use problem is demonstrated by the sheer volume used. “For every ton of manufactured pulp, the wastewater discharge volume ranges from 30 to 180m^3… The estimated total annual world capacity of pulp production in 1992 will amount to 261 million tons…”(Anaerobic Treatment in Pulp and Paper Mill Waste Management: A Review).

In addition to this 8 feet of water , harnessing of the Lake’s Horsepower and Flushing Water capacity was implemented to FLUSH vast amounts of SEWAGE, CHEMICALS, BIO WASTES, and Industrial Wastes down the LaChute River to the area in front of the Fort Ticonderoga. Essex County New York, New York State, The Village of Ticonderoga and State Chartered Financial and Industrial Interests along with the State of New York operated this FLUSHING MACHINE constructed at the Northern End of Lake George. At great expense, with large amounts of engineering, financial expenditures and materials, labor and construction, the FLUSHING MECHANISM and WATER CONTROLS, ELECTRICAL GENERATION and other features such as the ALEXANDRIA STREET BRIDGE just before the FLUSHER WORKS were planned, financed and implemented. I am requesting the records associated with these FLUSHER and DAM WORKS as well.
In closing from 1965 through 1970 the Winter and Spring time FLUSHING of the GIANT MESS in the LaChute River caused water and ice fluctuations so sever that Anita and Clifford Witham’s Marina were repeatedly year after year after year DESTROYED by the Lake’s Winter Ice Cover being raised and lowered and the up and down and up and down and up and down forces of MILLIONS OF TONS OF ICE. I was personally present and watched water reach the Shoulder of Rt 9 L more than one year in a row. Water at the shoulder of RT 9 L would mean the Lake was artificially caused to be 12 feet above it’s Natural State. The Swamps on the East Side of Lake George I would submit were ARTIFICALLY CREATED by the Damming of Lake George as the water depths in Dunhams, Harris and Warner Bays are approximately 8 feet deep and thus the Lake being Raised 8, 10, 12 feet and more Artifically Created by Flooding the Pastures that would have normally been present. I am asking specifically for the records and policy, planning and implementation, financial and other data that reveals why Lake George Wild Forest and the Lake operators allowed the Lake to be raised to such high levels. I am suggesting HORSEPOWER was the reason and MONEY was the REASON for that. HORSEPOWER equals MONEY and as well Allows Ticonderoga to FLUSH their SEWAGE and WASTES and INDUSTRIAL MESS into Lake Champlain.Please provide these records immediately as the State of New York is obligated to per FOIL and FOIA. Robert was born as a third generation North Creek resident in 1932. He was the youngest son of Mark and Veronica (Shortt) Stewart. He spent much of his young life in the woods with his father, a game warden, who taught him respect for the woods and water. His father introduced him to the love of skiing at the Old North Creek Ski Bowl. His mother, a teacher, taught him the joy of reading and a life-long passion for learning.
After graduation from Notre Dame University in 1954, he married Margaret Kerst in Schroon Lake. They recently celebrated their 45th wedding anniversary. Maggie’s father first brought him aboard the “Sea Fox” and sparked his life-long passion for sailing. He recently realized one of his dreams when he took his family and friend on a sailing adventure from Lake Champlain to Comden, Maine, aboard his pride and joy, the “Jim Dandy”.
Service in the Korean War took Bob and Maggie abroad to live in Germany for a year. Upon return to the area Robert attended Albany Law School. He graduated in 1962 and began a successful career as an attorney with the law firm of Bartlett, Pontiff, Stewart, & Rhodes, P.C. He was a member of the Warren County Bar Association, the New York State Bar Association and the Association of Trial Lawyers of America.
